Commencement These regulations come into operation on the day on which Part 3 Division 2 of the Energy Legislation Amendment Act 2003 comes into operation. 3 .Prescribed persons: s. 11ZOD(1)(b) (1)For the purposes of s. 11ZOD(1)(b) of the Act the following persons are prescribed — (a)a person who is a self‑contracting user; (b)a person who is a shipper; (c)a person who is a swing service provider. (2)In subregulation (1) — self ‑contracting user , shipper and swing service provider have the meanings given to those terms in the retail market rules for the distribution system concerned.
