STATUTORY RULES. 1947. No. 38. REGULATIONS UNDER THE CENSUS AND STATISTICS ACT 1905-1946.* I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Census and Statistics Act 1905-1946. Regulation 2 of the Statistics Regulations is amended by inserting, after the words and figures “ Part 10 b .—The Erection, Alteration and Repair of Buildings ” , the words and figures “Part 10c.—Agricultural, Horticultural, Viticultural, Dairying, Pastoral, Poultry and Apicultural Industries ” . Definition. 2. Regulation 3 of the Statistics Regulations is amended by omitting the figures “ 1938 ” and inserting in their stead the figures “ 1946 ” . Additional matters on which information may be given. 3. Regulation 5 of the Statistics Regulations is amended by adding at the end thereof the following item:— “ 17. Poultry and Apicultural Industries ” . 4. After Part 10 b of the Statistics Regulations the following Part is inserted:— “Part 10 c .— Agricultural, Horticultural, Viticultural, Dairying, Pastoral, Poultry and Apicultural Industries. Information to be supplied as to agricultural, horticultural, &c, industries. “ 21 c .—(1.) The owner, lessee, tenant, manager or person in charge of any land on which any agricultural, horticultural, viticultural, dairying, pastoral, poultry or apicultural industry is carried on shall, when required so to do by the Statistician, or by a delegate to whom the necessary authority has been delegated under section five of the Act, fill up and supply to the Statistician or to the delegate, as the case may be, particulars in accordance with Form XLVIII., or Form XLVIX., as the case requires. “ (2.) First Schedule. 5. The First Schedule to the Statistics Regulations is amended by omitting Form XLVII., and inserting in its stead the following forms:— “Form XLVII. State Commonwealth Statistics. The returns are for statistical purposes only. Information supplied in individual returns is confidential and will not be divulged to any person or to any other Government authority. 2. District No. Book Line South Australia. AGRICULTURAL DAIRYING AND PASTORAL STATISTICS—SEASON 1946-47. Memorandum to Farmers. 1. Required under the Commonwealth Census and Statistics Act 1905-1948, by the Government Statist, Adelaide, as agent for the Commonwealth Statistician. This form must be completed and returned in the enclosed envelope (which need not be stamped), to Officer-in-Charge, Police Station , within seven days of receipt. The returns are strictly confidential and will be used solely for statistical purposes. Under no circumstances whatever will particulars of any individual holding be disclosed to other individuals or Government Departments. 2. A separate return must be supplied for each holding unless the holdings are in close proximity and worked as one. The return should be made for the Hundred in which homestead is situated (Local Government Area if in County Adelaide). 3. The occupier of the holding (owner, lessee, or tenant), is responsible for the completion of the return and he must include all crops grown and live-stock thereon (and live-stock travelling), even though it be worked wholly or in part by share-farmers or others. If your share-farmers have left the district, or if, for any other reason, you cannot give exact particulars of their operations during the year, please include the best estimate you can of their operations. You are in a better position than any other person to make a reliable estimate of such operations. 1844.—2 4. If you are not the owner, lessee, or tenant of a property of at least one acre, or if you have no crops or live-stock on your holding, please write a note to that effect on the form before posting it back. If you receive two forms for the one holding, please post them both back with a note on one explaining that your full particulars are included on the other. If you are only a share-farmer, please forward your particulars to the occupier for inclusion on his form, and post your form back with a note explaining who is including your particulars. 5. Season . —A statement of one complete year ’ s rural operations is required. Generally speaking, particulars should be given for crops planted and harvested during , or planted during and harvested during the early months of . For crops that are practically matured, please make an estimate of the probable yield in such cases and include in your production total. In some exceptional cases, particular dates which the season should embrace are indicated against the name of the crop. 6. All crops grown on the holding are to be included. For example, if you have allotted to some person the yield from a certain paddock, include such area and the yield therefrom with your figures. 7. Total production must include all produce, whether sold directly, delivered to marketing boards, retained for seed, or stock feed, or disposed of in other ways, e.g., to a person holding a lien over the crop. 8. Failure of Crops. —Areas of crops, which failed entirely or partly, should be included in the crop and purpose for which they were intended when sown. If the whole crop failed, the letter ‘ F ’ should be placed in the appropriate column. Should the failure be only partial, the production therefrom should be shown. 9. Double Cropping. —Where two crops have been grown on the same area at different times during the year, such area must be included twice in the ‘ Area Sown ’ column on page 2. In the case of crops which may be cut more than once, include the area once only, but show the total of all harvestings as the total production from such area. 10. Do not duplicate the acreage of the same crop under ‘ Grain, Hay, and Green Fodder ’ When a crop is harvested for grain or hay it should not be counted as green fodder also. 11. An area on which two crops are grown together must be apportioned between the two crops. It is necessary to collect and tabulate these returns at the earliest possible date. Each farmer throughout Australia is therefore being asked to give his utmost help to the police collectors by filling in his return promptly and correctly. 2. When the occupier works more than one holding a separate return must be supplied for each, unless the holdings are in close proximity and worked as one. The return should be made for the municipality in which homestead is situated. 4. Season. —A statement of one complete year ’ s agricultural operations is required. The season is to be taken as that ended . Generally, all crops grown during the period to , are to be included; but it is not desired that this period should be adhered to so strictly as to divide what for any crop would be a normal harvesting period. Thus some crops at , will be practically matured, but may not be actually harvested for another month or two. Please make an estimate of the probable yield in such cases and include it in the total. 5. Share-farming. —The occupier of the holding (owner, lessee, or tenant) is responsible for completion of the return, and he must include all crops grown and live-stock belonging to the holding even though it be worked wholly or in part by share-farmers or others. If your share-farmers have left the district, or if, for any other reason, you can not give exact particulars of their operations during the year, please include the best estimate you can of their operations. You are in a better position than any other person to make a reliable estimate of such operations. 6. All crops grown on the holding are to be included. For example, if you have allotted to some person the yield from a certain paddock, include such area and the yield therefrom with your figures. 7. Total production must include all produce, whether sold directly, delivered to marketing boards, retained for seed, used for other purposes on the holding, or disposed of in other ways, e.g., to a person holding a lien over the crop. 8. Do not duplicate the acreage of the same crop under Grain, Hay, and Green Fodder. When a crop is harvested for Grain or Hay it should not be counted as Green Fodder. 9. Failure of Crops. —An area under any crop resulting in a partial or a total failure is to be shown as part of the area for which the crop was intended when sown; e.g., grain, hay, &c. If a crop intended for grain or hay was subsequently fed off entirely, the area is still to be shown under grain or hay and not under green fodder. In the case of a failure, write ‘ F ’ in the ‘ Total Production ’ column. Should the failure be only partial, the production therefrom should be shown. 10. Double Cropping. —Where two crops have been grown on the same area at different times during the year, such area must be included twice in the Area Sown column on page 2. In the case of crops, such as lucerne, which may be cut more than once, include the area once only, but show the total of all mowings as the total production from such area. 11. An area on which two crops are grown together mast be apportioned between the two crops according to their relative importance and counted once in the total area under crop. 12. All live-stock belonging to the holding to which this return applies should be included, even if they are agisting elsewhere on the .
