No. 64/2007 City of Melbourne Act 2001 City of Melbourne (Docklands Co-ordination Committee) Regulations 2007 The Governor in Council makes the following Regulations: Dated: 26 June 2007 Responsible Minister: RICHARD WYNNE Minister for Local Government RUTH LEACH Clerk of the Executive Council 1 Objectives The objectives of these Regulations are— (a) to provide for the delegation of functions by the Melbourne City Council to the Docklands Co-ordination Committee; and (b) to provide for the preparation of place management plans for the Co-ordination area; and (c) to provide for the preparation of finance and infrastructure plans for the Co-ordination area. 2 Authorising provision These Regulations are made under section 29 of the City of Melbourne Act 2001. 1 -- 2 of 4 -- S.R. No. 64/2007 City of Melbourne (Docklands Co-ordination Committee) Regulations 2007 r. 3 3 Commencement These Regulations come into operation on 1 July 2007. 4 Definitions In these Regulations— community infrastructure includes kindergartens, child-care centres, libraries, community health centres, parks and recreational areas and other similar community facilities; Co-ordination area has the same meaning as it has in Part 4A of the Act; Docklands Co-ordination Committee means the Docklands Co-ordination Committee established under Part 4A of the Act; place management services has the same meaning as it has in Part 4A of the Act; the Act means the City of Melbourne Act 2001. 5 Delegation of functions For the purposes of section 27I of the Act, the Council must delegate to the Docklands Co-ordination Committee the following functions in relation to the monitoring of place management services within the Co-ordination area— (a) receiving reports on the provision of place management services (including information on the cost, scope and evaluation of those services); (b) inviting and receiving submissions from stakeholders on the provision of place management services; (c) evaluating the effectiveness of place management services delivery (including engaging consultants for that purpose). 2 -- 3 of 4 -- S.R. No. 64/2007 City of Melbourne (Docklands Co-ordination Committee) Regulations 2007 r. 6 6 Place management plan (1) For the purposes of section 27J(a) of the Act, the Council must prepare a place management plan for each financial year. (2) The matters that the place management plan must address include— (a) site presentation; and (b) waterways management; and (c) safety and security; and (d) marketing and promotion of the docklands area; and (e) attraction and staging of events in the docklands area. 7 Finance and infrastructure plan (1) For the purposes of section 27J(b) of the Act, the Council must prepare a finance and infrastructure plan at least once every five years. (2) The finance and infrastructure plan must address— (a) the budget for the operation of the Docklands Co-ordination Committee; and (b) the budget for the delivery of the place management plan; and (c) the capital works and infrastructure renewal and maintenance program to be provided by the Council; and (d) the supply and development of community infrastructure. ═══════════════ 3 -- 4 of 4 --
