Terrorism (Community Protection) (Prescribed
Standards) Regulations 2007
The Governor in Council makes the following Regulations:

1 Objective
The objective of these Regulations is to
prescribe—
(a) the standards for risk management plans
prepared by the operators of declared
essential services; and
(b) the standards for training exercises prepared
by the operators of declared essential
services.
2 Authorising provision
These Regulations are made under section 40 of
the Terrorism (Community Protection) Act
2003.

3 Prescribed standards for risk management plans
For the purposes of section 29(2) of the
Terrorism (Community Protection) Act 2003,
the prescribed standards for risk management
plans are—
(a) AS/NZS 4360—2004, Risk Management, as
published from time to time;
(b) HB436—2004, Risk Management
Guidelines, Companion to AS/NZS 4360—
2004, as published from time to time;
(c) HB167—2006, Security risk management, as
published from time to time;
(d) Critical Infrastructure Emergency Risk
Management and Assurance Handbook, as
published from time to time.
4 Prescribed standard for training exercises
For the purposes of section 33(1A) of the
Terrorism (Community Protection) Act 2003,
the prescribed standard for training exercises is
Australian Emergency Manual Series, Part V The
Management of Training, Manual 2 Managing
Exercises, published by Emergency Management
Australia from time to time.
