Firearms (Handguns) Regulations 2003
The Governor in Council makes the following Regulations:

1. Objectives
The objectives of these Regulations are—
(a) to amend the Firearms Regulations 1997—
(i) to make further provision for approved
handgun target shooting matches; and
(ii) to make further provision for fees for
the issue and renewal of licences and
permits; and
(iii) to make provision for specified classes
of handgun; and
(iv) to make provision for other
consequential matters; and
(b) to revoke the Firearms (Handgun Control)
Regulations 2003.

2. Authorising provision
These Regulations are made under section 191 of
the Firearms Act 1996.
3. Commencement
(1) These Regulations, other than regulations 8, 9,
11(2) and (3), 12 and 16, come into operation on
28 December 2003.
(2) Regulations 8, 9, 11(2) and (3), 12 and 16 come
into operation on 1 January 2004.
4. Principal Regulations
In these Regulations the Firearms Regulations
1997 1 are called the Principal Regulations.
5. Revocation of Regulations
The Firearms (Handgun Control) Regulations
20032 are revoked.
6. Substitution of fee in regulation 11
In regulation 11 of the Principal Regulations, for
"$16" substitute "$18".
7. Substitution of fee in regulation 13
In regulation 13 of the Principal Regulations, for
"the fee for a permit to acquire a firearm is $9"
substitute—
"—
(a) the fee for a permit to acquire a longarm is
$9; and
(b) the fee for a permit to acquire a handgun is
$35".

8. Insertion of new regulation 13A
After regulation 13 of the Principal Regulations
insert—
"13A. Fee for approvals
The fee payable for the issue of an approval
listed in Column 1 of the Table in
Schedule 5A is the corresponding fee set out
in Column 2 of the Table.".
9. Insertion of new regulation 23
After regulation 22 of the Principal Regulations
insert—
'23. Specified classes of general category
handguns
For the purposes of paragraph (a) of the
definition of "specified class of handgun" in
section 16(9) of the Act, the classes of
general category handgun that are prescribed
are set out in Schedule 10.'.
10. Substitution of Schedule 4
For Schedule 4 to the Principal Regulations
substitute—

1. The match shot with an air pistol at a distance of up to
50 metres at a target that is stationary when exposed,
which is conducted in a manner accredited by the
International Shooting Sport Federation and which is
known as "Air Pistol" in the handgun shooting
discipline known as International Shooting Sport
Federation (ISSF).
2. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the International Shooting Sport
Federation and which is known as "Standard Pistol" in
the handgun shooting discipline known as International
Shooting Sport Federation (ISSF).

3. The match shot with a centre fire handgun of a calibre
of ⋅38 inch or less at a distance of up to 50 metres at a
target that is stationary when exposed, which is
conducted in a manner accredited by the International
Shooting Sport Federation and which is known as
"Centre Fire Pistol" in the handgun shooting discipline
known as International Shooting Sport Federation
(ISSF).
4. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the International Shooting Sport
Federation and which is known as "Rapid Fire Pistol"
in the handgun shooting discipline known as
International Shooting Sport Federation (ISSF).
5. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the International Shooting Sport
Federation and which is known as "50 Metre Pistol" in
the handgun shooting discipline known as International
Shooting Sport Federation (ISSF).
6. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the International Shooting Sport
Federation and which is known as "25 Metre Pistol" in
the handgun shooting discipline known as International
Shooting Sport Federation (ISSF).
7. A match shot with a handgun of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary or moving in the target area when exposed,
which is conducted in a manner accredited by the
International Practical Shooting Confederation and
which is known as "Open Division" in the handgun
shooting discipline known as International Practical
Shooting Confederation.
8. A match shot with a handgun of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary or moving in the target area when exposed,
which is conducted in a manner accredited by the
International Practical Shooting Confederation and
which is known as "Standard Division" in the handgun

9. A match shot with a handgun of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary or moving in the target area when exposed,
which is conducted in a manner accredited by the
International Practical Shooting Confederation and
which is known as "Modified Division" in the handgun
shooting discipline known as International Practical
Shooting Confederation.
10. A match shot with a handgun of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary or moving in the target area when exposed,
which is conducted in a manner accredited by the
International Practical Shooting Confederation and
which is known as "Production Division" in the
handgun shooting discipline known as International
Practical Shooting Confederation.
11. A match shot with a revolver of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary or moving in the target area when exposed,
which is conducted in a manner accredited by the
International Practical Shooting Confederation and
which is known as "Revolver Division" in the handgun
shooting discipline known as International Practical
Shooting Confederation.
12. A match shot with a revolver of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the International Confederation
of Revolver Enthusiasts and as administered in
Australia by the International Confederation of
Revolver Enthusiasts Australia and which is known as
"Open Division" in the handgun shooting discipline
known as International Confederation of Revolver
Enthusiasts.
13. A match shot with a revolver of a calibre of ⋅38 inch or
less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the International Confederation
of Revolver Enthusiasts and as administered in
Australia by the International Confederation of
Revolver Enthusiasts Australia and which is known as
"Limited Division" in the handgun shooting discipline

known as International Confederation of Revolver
Enthusiasts.
14. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the National Referee Council of
Pistol Australia in the "Unlimited Centrefire Division"
in the handgun shooting discipline known as
International 1920 Match (or NRA Action Match).
15. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the National Referee Council of
Pistol Australia in the "Unlimited Rimfire Division" in
the handgun shooting discipline known as International
1920 Match (or NRA Action Match).
16. The match shot with a handgun of a calibre of ⋅38 inch
or less at a distance of up to 50 metres at a target that
moves across the target area when exposed, which is
conducted in a manner accredited by the National
Referee Council of Pistol Australia in the "Stock
Firearm Division" in the handgun shooting discipline
known as International 1920 Match (or NRA Action
Match).
17. The match shot with a revolver or semi-automatic
handgun of a calibre of ⋅38 inch or less at a distance of
up to 50 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia in the
"Production Firearm Division" in the handgun shooting
discipline known as International 1920 Match (or NRA
Action Match).
18. The match shot with a revolver or semi-automatic
handgun of a calibre of ⋅38 inch or less at a distance of
up to 50 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia in the
"Production Rimfire Division" in the handgun shooting
discipline known as International 1920 Match (or NRA
Action Match).

19. The match shot with a single shot handgun, revolver or
semi-automatic handgun of a calibre of ⋅38 inch or less
at a distance of up to 200 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the National Referee Council of
Pistol Australia and which is known as "Big Bore" in
the handgun shooting discipline known as Metallic
Silhouette.
20. The match shot with a single shot handgun, revolver or
semi-automatic handgun of a calibre of ⋅38 inch or less
at a distance of up to 100 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the National Referee Council of
Pistol Australia and which is known as "Small Bore" in
the handgun shooting discipline known as Metallic
Silhouette.
21. The match shot with a single shot handgun, revolver or
semi-automatic handgun of a calibre of ⋅38 inch or less
at a distance of up to 25 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the National Referee Council of
Pistol Australia and which is known as "Air Pistol" in
the handgun shooting discipline known as Metallic
Silhouette.
22. The match shot with a single shot handgun, revolver or
semi-automatic handgun of a calibre of ⋅38 inch or less
at a distance of up to 100 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the National Referee Council of
Pistol Australia and which is known as "Field Pistol" in
the handgun shooting discipline known as Metallic
Silhouette.
23. The match shot with two revolvers of a calibre of
⋅38 inch or less at a distance of up to 50 metres at a
target that is either stationary or moving when exposed,
which is conducted in a manner consistent with the
Rules as accredited by the Single Action Shooting
Society and as administered in Australia by the SSAA
Single Action Shooting Australia and which is known
as "One Match" in the handgun target shooting
discipline known as Single Action.

24. The match shot with a revolver or semi-automatic
handgun of a calibre of ⋅38 inch or less at a distance of
up to 50 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia and
which is known as "Service Pistol" in the handgun
shooting discipline known as Service Pistol.
25. The match shot with a centre fire revolver or semi-
automatic handgun of a calibre of ⋅38 inch or less at a
distance of up to 50 metres at a target that is stationary
when exposed, which is conducted in a manner
accredited by the National Referee Council of Pistol
Australia and which is known as "Service Pistol
Unrestricted" in the handgun shooting discipline
known as Service Pistol.
26. The match shot with a revolver or semi-automatic
handgun of a calibre of ⋅38 inch or less at a distance of
up to 25 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia and
which is known as "Service Pistol 25 Yards" in the
handgun shooting discipline known as Service Pistol.
27. The match shot with a revolver or semi-automatic
handgun of a calibre of ⋅38 inch or less at a distance of
up to 50 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the Rules Committee of the Australian Police Pistol
Association and which is known as "Police and Service
Pistol" in the handgun shooting discipline known as
Service Pistol.
28. The match shot with a revolver or semi-automatic
handgun of a calibre of ⋅38 inch or less at a distance of
up to 50 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia and
which is known as "1500 Match" in the handgun
shooting discipline known as Service Pistol.
29. A black powder match shot using a pistol or revolver
fired by percussion caps with a calibre of ⋅38 inch or
less at a distance of 25 metres at a stationary target,
which is conducted in a manner accredited by the
National Referee Council of Pistol Australia and is
known as "25 Metre" in the handgun shooting
discipline known as Black Powder.

30. A black powder match shot using a pistol or revolver
fired by percussion caps with a calibre of ⋅38 inch or
less at a distance of 50 metres at a stationary target,
which is conducted in a manner accredited by the
National Referee Council of Pistol Australia and is
known as "50 Metre" in the handgun shooting
discipline known as Black Powder.
31. An international black powder match, including such
matches as the "Mariette", the "Colt", the
"Kuchenreuter", the "Cominazzo" and the "Tanzutsu",
shot with a muzzle loading pistol or revolver fired with
percussion caps or by a handgun using a flintlock or
matchlock firing mechanism with a calibre of ⋅38 inch
or less at a distance of up to 25 metres at a target that is
stationary when exposed, which is conducted in a
manner accredited by the Muzzle Loaders Association
International Committee and as administered in
Australia by the Sporting Shooters Association of
Australia in the handgun shooting discipline known as
Black Powder.'.
14. Substitution of Schedule 8
For Schedule 8 to the Principal Regulations
substitute—
'SCHEDULE 8
CLASSES OF APPROVED HANDGUN TARGET
SHOOTING MATCHES FOR HANDGUNS OF A
CALIBRE OF MORE THAN ⋅38 INCH BUT NOT
MORE THAN ⋅45 INCH
1. The match shot with a single shot handgun, revolver or
semi-automatic handgun of a calibre of more than
⋅38 inch and not more than ⋅45 inch at a distance of up
to 200 metres at a target that is stationary when
exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia and
which is known as "Big Bore" in the handgun shooting
discipline known as Metallic Silhouette.
2. The match shot with a single shot handgun, revolver or
semi-automatic handgun of a calibre of more than
⋅38 inch and not more than ⋅45 inch at a distance of up
to 100 metres at a target that is stationary when

exposed, which is conducted in a manner accredited by
the National Referee Council of Pistol Australia and

3. The match shot with one or two revolvers of a calibre
of more than ⋅38 inch and not more than ⋅45 inch at a
distance of up to 50 metres at a target that is either
stationary or moving when exposed, which is
conducted in a manner consistent with the Rules as
accredited by the Single Action Shooting Society and
as administered in Australia by SSAA Single Action
Shooting Australia and which is known as "One
Match" in the handgun target shooting discipline
known as Single Action.
4. A black powder match shot using a pistol or revolver
fired by percussion caps with a calibre of more than
⋅38 inch and not more than ⋅45 inch at a distance of
25 metres at a stationary target, which is conducted in a
manner accredited by the National Referee Council for
Pistol Australia and is known as "25 Metre" in the
handgun shooting discipline known as Black Powder.
5. A black powder match shot using a pistol or revolver
fired by percussion caps with a calibre of more than
⋅38 inch and not more than ⋅45 inch at a distance of
50 metres at a stationary target, which is conducted in a
manner accredited by the National Referee Council for
Pistol Australia and is known as "50 Metre" in the
handgun shooting discipline known as Black Powder.
6. An international black powder match, including such
matches as the "Mariette", the "Colt", the
"Kuchenreuter", the "Cominazzo" and the "Tanzutsu",
shot using a muzzle loading handgun or revolver fired
by percussion caps or by a handgun using a flintlock or
matchlock firing mechanism with a calibre of more

known as "25 Metre" in the handgun shooting
discipline known as Black Powder.
2. A black powder match shot using a pistol or revolver
fired by percussion caps with a calibre of more than
⋅45 inch at a distance of 50 metres at a stationary
target, which is conducted in a manner accredited by
the National Referee Council for Pistol Australia and is
known as "50 Metre" in the handgun shooting
discipline known as Black Powder.
3. An international black powder match, including such
