ORDER
TH IS matter coming on for hearing before the Commission at
Brisbane on 25 August 1995, this Commission do th orde r as follows
as from the twenty-fifth day of August 1995:-
" L This Order applies to trainees engaged under the Australian
Vocational Training System (A VTS) Higher Engineer in g
Tradesperson Training Program.
A trainee is a person who is employed under a cont rac t of
trainin<> with an employer to complete the training qualification fo r
the s;e,ial Class Engineeri ng Tradesperson Level 11 (C7)
classification in the Engineering Award - State.

The training ou tcome of the program is an Australian
Qualifications Framework - Certificate 4.
2. The training program is com petency based an utilizes the
Metal and Eng ineering Industry Competency Standards and
associated un i! points weighting.
(a) The program consists of 5 s ta ges with payment for the first 4
stages co ns istent wi th pay ment in ex isting apprentice
training programs (% of C I O rate), and the final stage
expressed as a percentage of the exit rate, C7 in the
Engineering Award - State.
(b) A trainee shall be pa id as follows:-

3. Tool Allowance - During the tenn of this tra in ing program,
an employer shall, in respect of eac h stage of the program supply
eac h trainee with tools of trade of no less than $300 retail value or
sha ll pay to the trainee $300 for the purpose of pu rchasing tools.
This is co nsistent with the annua l retail va lue of tools required to
be sup plied to apprentices undertaking an Engineering Tradesperson
- Mechanical apprenticeship. As this is a pilot program. the tool
allowance will be monitored by the AVTS Project Management
Committee and the in dus trial parties involved, and assessed as to its
adequacy after the first 12 months.
Supply of tools under this provision shall in all other respects be
consistent with the Order of the Commission in Case No . 8729 or
1980 ( I 15 QGIG 834)
4. Trainees who comp lete the prog ram and who are assessed as
co mpetent in the tota l unit points will be cla5si fi ed at C7, provided
they are required to ap ply the competenc ies gained. Where trainees
do not meet the outcomes of the program, provided they have
completed a minimum of 96 poin ts (2 4 modu les), they will receive
1he qua lifi cation o f Engineering Tradesperson Mechanical,
Fa brication, Electrical or Electronic, in the s tream in which they
have acquired a minimum of 10 modules in the core stream
competencies.
5. All other conditions of emp loyment fo r trainees shall be as
per the Eng in ee ring Award - State.
6. T his Order w ill co me into effect from 25 August 1995 and
shall remain in fo rce fo r a period of 4 years. •·.
