Consi sten t w i th the requirements of that Pnnciple the $8.00 safety net adjustmen t is absorbable to the extent of any equivalent amount in rates of pa y - whether overaward, award, industria l agreement or certified ag reement - in excess of the minimum ra tes (classi fication ra te and supplementary payment) prescribed in accordance w i th the October 1989 State Wage Case decision an d adju sted in accordan ce with the Ju ly 1991 State Wage Case decbio n.
