The award rate inc ludes al l increa ses an d adjustments ar is ing as a resu lt of the Second Ti er, 1st and 2nd structural efficiency payment and structural efficiency ad j ust men t an d 1st, 2nd, 3rd and 4th mi nimum rates adjustments. * The supplementary payme nt at each class ification i ncludes an $8.00 adjustmen t re flecting the applicat io n of the arbi trated safety net ad1ustme nr principle enunci ated in the February 1994 Review of Wage Fi xing Pr inc ip l es . Consistent with the requi remen ts of that Pr inc ip le the $8.00 safe ty net adjustment is absorbable to the exten t of any equivalent amount i n rates of pay - whe ther overaward, award, industri al ag r ee ment or certifi ed ag reement - in excess of the min im um r ates (cl ass ification rate and supplementary pa yment) prescribed i n accordance with the October 1989 State Wage C as e decisi on and adjusted in accord ance w ith the Ju ly 1991 State Wage Case decision. 'Overaward' - ' Overaward ' payment is defined as the amount in rates of pay which an emp loy ee would re ceive in excess of the min imum award wage as prescribed in this Award for the classifica tion in wh ich suc h employee is engaged wh ich applied imm ed iately pr ior 10 the date of operation of this vari at ion: Provided that this defini tion shall exclude overti me, shi ft allowances, penal ty ra tes, expense related al lowa nces, ind us try allowan ces , disabil ity al lowances, vaca tion allowances, speci al rates or al l owances, responsi bility al lowances, or any other ancillary payments of a iike nature described by thi s Award.'.
