THIS matter com ing on for hearing before the Commission at
Brisbane on 25 November and 14 December 1992. and J5 January
I 99 3, this Commission do th order that the said Industrial Agreement
be vari ed as follows as from the twenty-fifth day of January, 1993:-
By adding the following Appendix to the Industrial Agree-
ment:-

Trialling of the Skills Based Classification Structure and
Associated Pay Rate s.
In accordance with th e Structural Effi cien cy Principl es
enunci ated by the Queensland Industrial Relations Comm ission on 16
October 1989, the follow ing classification structure has been
developed to trial at Copper Re fi neries Pt y. Ltd.
Once th e new structure has been trialled and found to be
satisfactory, thi s Appendi x, subject to any agreed amendments. ".'ill
be incorporated into the Copper Refineries Pty. Ltd . - Townsv1~le
- Wages - Industrial Agreement proper or such other Industrial
Agreement or Award which supersedes this Industrial Agreement.
Class1jication S1ruct11re - There are two generic classifications
within this structure, Refinery T radesperson and Refinery Operator.
A Refinery Tradesperson is an employee enga.ged as su~h and .who
holds a Trade Certificate or T radesperson Rights Ce rt ificate rn a
relevant trade. A Re fi nery Op erat or is any other employee
(excluding apprentices).
Each classification has designated work streams. .Within the
Refinery Tradesperson classification there is a mechamcal stream
which includes fahrication and bu1ld1n g, and an e!ec tn c al stre am
which includes electronics and instrumentation. Within the Refinery
Operator classification there are three streams, i. e., refinery process.
manufacturi ng, and services.
Each classification has designated work streams. Within the
Refinery Tradesperson classification there is a mechanical stream
which includes fabrication and build ing, and an electrical stream
which includes electronics and instrumentation. Within the Refinery
Operator classification the re are three streams, i. e. refinery process,
manufacturing and services.
The streams denote the p ri ncipal line of skills held and used by
an employee, but do not confer job ownership or in any way demark
the type of work be ing perfo rm ed to any particular category of
employee.
Each empl oyee shall be classified accord ing to :-
(a) the type of skills and knowledge held and uti lised; and
(b) their levd of competence.
I. Skill Le"el Definitions -
Refinery Operator J (81.5%) - · nii s is the lowest level of
relevant skill of an employee entering the workforce. It co ntem plates
the levels of work skill of a person who has just left school or has
been engaged in work not related to the company's operation.
Employees in this levd work 10 the full e~tent of their ability
on miscell aneous wo rk in non-production areas . Without limiting the
scope of work of a Refinery Operator I, duties which are indicative
of this level includc:-
A. Gen eral tasks such as lifting, moving, digging, shovelling
and sweeping.
B. Load and can,• mal eria ls and equipment about the plant.
C. Keep offi ces. laboratories. lunch rooms, wash areas. toilets.
furniture and fi x1ures clean and sanit ary .
D. Dispose of rubbish and perfomt g,meral ckan up work..
E. Keep working areas and ~quipm en t clean, safe and orde rl y.
F. Ma in ta ining safety and other suppli es.
Employees at this s ki ll level work under direct sup er.•1sion. and
will be undertakmg trainrng in preparatoon fo r advancement to S kill
Level 2.
Refinery Operaror 2 (85.5%) - Th is level contemplates the
skills of an employee wh o has had previous work expe ri ence related
to the company's operations or is deemed com petent.
Employees in t his lt:vd work 10 the full c>.1ent or their ability
on miscellaneous work in production or non-production areas.
Without limiting the scope of work of a Refine ry Operator 2, duties
which are indicative of this level incl ude th ose si mil ar to Refinery
Operator I.
Employees at this skill level work under direct or rout in.e supcr-
v,s,on and will be undertaking training in preparation for
advancement to S ki ll Level 3.
Refinery Opera/or J (89. 5%) - This represents the fi.rst leve l of
broadly skilled co mpetence. It contem p lates the ski ll s. of an
employee who has received suffici ent training and work ex perience to
enable the employee to work eithor alone or as part of a te am in
performing functions in a non-training mod e.

!. the CRL Induction Module; and
2. Four (4) skill units from the Level J Menu, all be ing man-
datory.
Employees at this level work to th e full extent of their ability.
Without limiting the scope of work of a Refinery Operator 3, duties
indicative of th e skill includ e: -
Refinery Process -
(i) Operates equi pm en t to carry out spe ci al ised cleaning,
re covery or repair operations.
(ii) Inspects. packages, dries. labels, stores etc. refinery
products and materials used in or produced by the refining
process or a~sociated activit ies.

proc ess salvage materials.
(ii) Learns basic Laboratory procedures.
(ii i) Assists tradespersons by preparing jobs, moving materials
e. g. by pendanl craneitruck etc. Maintains, stores and
issues tools. Operates equipm enl e.g. grinders. drills. cut
off saws. forging hammer. Prepares for co ncrete work.
Pours. finishes and protects (w he re necessary) concrete.
Services, greases and lub ri cates machines including mobile
equipment. Does brushwork. Requ isitions stores. Threads
pipe and bolts, plugs and pressure tests W/C sections.
Does special ised cleaning and assists in testi ng machine ry
after repairs or modifications.
Em ployees al this skill levd work under routine supervision and
will be undertaking training in preparat ion for ad vanamcn t to Skill
Level 4.
Refinery Operator 4 (93.5%) - TI1 is rcpresenls the second leve l
of broadly skilled competence. It conte mplaks the skills required to
operate and perform basic service and maintenance to th e extent of
training received on the applicable plant and eq uipment. It also
rep resen ts a level of ski lls requiring a majo r certi fic.atc of competency
or other spec ific trai ning.
Before entering this level an employee will (in addition to Level
3 training) successfully comple te seven (7) skill units from the Lew i
4 Menu , of which five (5 ) will be mandatory.
Employees at this level work to the full e>.'le nt of their ability.
Without limiting the scope of work of a Refinery Operator 4, duties
which are indicative of the level of skill includ e:-
Refinery Process -

Loads and unloads anodes and cathodes to the relining and
e le ctrow inni ng cells as requi red by the reli nin g and
associated processes.
Conducts op erati ons to achieve the correct alignment of
electrodes, passage of refining current through the cells.
flow of electrolyte etc. including at the cathode mother
plate plating shop.
(iii) Checks for and co rrec ts short circu its between electrod es.
(iv) Opera1es efllu~ nt plants. centrifuges. filters and boilers.
(v) Operates mobile equipment required to maintain movement
of materials, products. supplies and equipment.
(v i) Assists in on-the-j ob training of other employees.
(vi i) Assures the quality of own work in accorda nce with
documented procedures.
Manufacturing -
(i) First l evel of mob ile plant operation.
(ii) Op erate pouring cq uipmenl.
(iii) Change rolls, operate m ill and auxiliaries to roll rod and
a~sist in the removal of cobbks.

(i) Performs tasks indicated in Laboratory Programs 2 and 3.
( ii) Operates environmen tal and industri al hygiene sampl ing
and monitoring equipment. Ca l ib rat es. reads and maintai ns
sampling equipme nl . Perfom1s and assisls w ith project
work and pilot plant tests.
(i ii) Inputs to computer system infonnation derived from
meters. manufactures th cm1ocouples and docs engraving.
(iv) Assists in on-the-job training of other employees.
(v) Assures the quality of ow n work in accordance with
documented procedures.
Emplo yees at th is skill level work under limited super.•ision as
indi viduals or a team. and will be undertaking training in preparation
fo r advance ment lo Skill Level 5.
Refinery Operator 5 (96. 5%) - TI1is represents lhe first le vel of
speci al opera1ing co mpetence. It co ntemplates the skills of an
employee who is beyond the general plant and equipment operation
phase and has attained skills in a special aspect of op erat ion~
in cluding basic co ntrol skills. It al so represents a level of skills
requiring a seco nd majo r certi fi cate of co mpeten.:y or other specific
training.
Before enterin g lhis levd an employee will (i n add iti on 10 Level
4 training) successfully complete seven (7) skill units from the Levd
5 Menu. of which four ( 4) are mandatory.
Emp loyees at th is level work to 1hc full ex1ent of their ability.
Without limiting the scope of work of a Refinery Operator 5, duties
which are indicati ve of th e level of skill include:-
Refinery Process -
(i) Operates the solvent extraction pla nt , ma nufactures
Bi-Cupric arsenate. operates the nickel plant including
deposit-outcells.

(ii) Maintains and controls electrolyte flows and temperatures.
Operates the electrolyte and slimes filtration equipment,
leaching plant, tellurium cementation plant and rectifiers.
Mixes and adds reagents to the electrolyte, controls the
distribution of electrolyte volumes between the various
storages. Takes electrolyte samples, operates the copper
monitor for liberator copper concentration. Familiar with
emergency procedures, e.g. power failures/equipment
failures/circulation shutdown procedures etc.
(iii) Operates Overhead trawlling crane, stripping machines and
anode reforming machines and mobile equipment.
(iv) Conducts on-the-job training of other employees.
(v) Assures the quality of work within the section 111
accordance with documented procedures. for own \\ork
and that of others.
Afanufactunng -
(i) Furnace and auxiliary equipment operation.
(ii) Operates C & B pouring equipment.
(iii) Conducts on-the-job training of other employees.
(iv) Assures the quality of work within the section 111
accordance with documcntt?d procedures, for own work
and that of others.
Services -
(i) Performs tasks indicated in Laboratory Programs I. 4 and
5.
(ii) To be determined.
(iii) To be detem1ined.
(iv) Conducts on-the-job training of other emplovees.
(v) Assures the quality of work within the section in
accordance \Vith documented procedures, for l)\\ n work
and that of others.
Employees at this skill level work under limited supervision as
individuals on a team, and will he undertaking training in pr;;paration
for advancement to Skill Level 6.
Refinery Operator 6 (100%i - This represents the second lewl
of special operating compdence. In the Refinery Process and
tvlanufacturing areas it contemplates the skills of an employee who in
addition to knowing what processes and equipment need to be
operating and how to manage the control systems. has achieved a
level of plant and process operation trouble shooting skills. It also
represents a level of basic knowledge and understanding of
production and work scheduling.
Before entering this level an employee will (in additional to
Level 5 training) successfullv complete five (5) skill units from the
Level 6 tvlcnu. of which four (4) are mandatory.

individuals or a team. and may be undertaking training in preparation
for advancement to Skill Level 7.
Refinery TraJesperson 6 ( 100%) - A Refinery Tradespcrson 6
1s an employee who is employed ,Ls such and who holds a Trade
Certificate or Tradcspersons Rights Certificate in a relevant trade and
is ahle to exercise the skills and knowledge of that trade.
This is the lowest level of Trade Skills and employees at this
level work to the full ex1ent of their training and ability. Without
limiting the scope of work of a Refinery Tradesperson 6, duties
which are indicative of the level of skill include:-
(i) Exercises trade skills and kno\\ ledge within a defined
trade stream to overhaul, repair, maintain and modify
basic process plant and general equipment and other
work of a similar nature, and completes tasks to
acceptable time and quality standards.
(ii) Understands and applies quality control techniques.
(iii) Exercises good interpersonal and communications
skills.
(iv)

Exercises kevboard skills appropriate to this level.

Refinery Operator ~ (105%) - This represents the third level of
special operating competence. In the Refinery Process and
Manufacturing streams it contemplates the skills of an employee who
has achieved a high level of process and plant operation trouble
shooting skills and broad control skills on all aspects of the operation
in the Department and is capable of perfonning additional functions
to achieve et1icicnt ,iveral I operations. such as preparation of shift
production and work schedules.
Before entering this level an employee will have successfullv
completed the agreed skill units 111 addition to the training
requirements of RO6.
Employees at this level work to the full extent of their abilitv.
Without limiting the scope of work of a Refinery Operator 7. duties
which are indicative of the level of skill include:-
Refinery Process -

is a tradesperson who is employed as such and who as a result of
additional training exercises a wide range of trade skills, additional to
those of a Refinery Tradesperson 6.
Before entering this level a tradesperson will successfully
complete:-
(i)-
(a) 3 agreed post-Trade modules of structured training 111
addition to the training requirements of RT.6;
(b) 3 appropriate modules towards an agreed Advanced
Certificate; or
(c) 3 appropriate modules towards an agreed Associate
Diploma; and
(ii) the necessary on-the-job training to enable the skills and
knowledge obtained above to be applied competently to
C.R.L. plant and equipment.
Employees at this level work to the full extent of their training
and ability. Without limiting the scope of work of a Refinery
Tradesperson 7, duties which are indicative of the level of skill
include:-
(i) Exercises the skills attained through satisfactorv
completion of the training prescribed for this classification.
(ii) Exercises discretion within the scope of this grade.
(iii) Works under general supervision either individually or in a
team environment.
(iv) Understands and implements quality control techniques.
(v) Provides trade guidance and assistance as part of a work
tcain.
(vi) Exercises trade skills relevant to the specific requirements
of CRL at a level higher than Refinery Tradcsperson 6.
Refinery Operator R (I 10%) - To be established when
required.
Refinery TraJesperson R (I 10%) - A Refinery Tradesperson 8
ts a tradesperson who is employed as such and who as a n,sult of
additional training, exercises a full range of skills on tasks incidental
to trade work relevant to the stream.
Before entering this level a tradesperson will have successfully
completed:-
(i)-
(a) 6 agreed post-Trade modules of structured training 111
addition to the training requirements of RT.6; or
(b) 6 appropriate modules towards an agreed Advanced
Certificate; or
(c) 6 appropriate modules towards an agreed Associate
Diploma; and
(ii) the necessary on-the-job training to enable the skills and
knowledge obtained above to he applied competentlv to
C.R. L plant and equipment. •
Employees at this level work to the full ex1ent of their training
and ability. Without limiting the scope, duties which are indicative
of the level of skill include:-
(i) Exercises high precision trade skills using various materials
and/or specialised techniques of their chosen stream.
(ii) Exercises a wide range of skills on ULsk incidental to \H)rk
relevant to the stream.
(iii) Works under limited supervision.
(iv) Assists in the provision of training.
(v) Works on equipment which utilises complex mechanical,
electrical and/or flued power control systems.
(vi) Understands and implements quality control techniques.
(vii) Perfom1s operations on a CAD/CAM tem1inal in the
performance of routine modifications to '.\:C C'.'/C
programs.
Refinery TraJesperson 9 ( 115%) - A Refinery Tradesperson 9
is a tradesperson who is employed ,Ls such and who as a result of
additional training has acquired knowledge and skills relating to
aspects of the employee's work/activities in addition to that prescribed
for RT.8
Before entering this level a tradesperson will have successfully
completed:-
(i)-
(a) 9 agreed p,,st-Trade modules of structured training (3
of which arc equivalent in standard to Advanced
Certificate or Associate Diploma modules) in addition
to the requirements of RT.6 .. or
(b) 9 appropriate modules towards an Advanced
Ct!rtificati:~ or
(c) 9 appropriate modules towards an Associate Diploma;
and
(ii) the necessary on-the-job training to enable the skills and
knowledge obtained above to he applied compctentlv to
C.R. L. plant and equipment.
Employees at this level work to the full e;.1ent of their training
and ability and without limiting the scope. duties which are indicative
of the level of skill include:-
(i) Works on machines or equipment which utilise
complex mechanical, hydraulic and,or pneumatic
circuitry and controls. or a combination thereof
(ii) Works on machinery or equipment which utilises
cornpkx electrical/electronic circuitry and controls.
(iii) Works on instruments which make up a complex
control syskm \Vhich utilises some combination of
dedrical, ekctronic, mechanical or fluid po\.\cr
principles.

for RT. 10.
Before entering this levd a tradesperson will have success fu lly

prescribed for R T. I I.
Before entering this level a tradesperson will ha ve su cc essfully
comple ted:-
(i) -
(a) An agreed Advanced Certificate; or
(b) 15 modules of an Associate Diploma; and
(ii) the necessary on- th e-job train ing to enable the skill s and
knowledge obtained above to be applied competentl y to
C .R.L. pl ant and equi pment.
Employees at thi s level wo rk to the full extent of their training
and ability and wi thout limiting the scope. duties which are ind1cat1 ve
of the level of ski ll include:-

Through a systems approach ab le to exercise high level
diagnostic skills on com plex fon ns of machinery,
equipment and instrum ents whi ch ut ilises som e

Throughout the nominated trial p eriod associated with the new

to th e ir appropriate new c lassification which will be based
on skill/ competence.
ensure that the new classification structure is implemented
and work is perform ed under its broad er definit ions.
identify and resolve any problems created by the transition
through consultation or adherence to the grievance
procedure.
develop as expeditiously as possible a training program,
definitions, competency s tandards, training modules, and
assessment systems necessary to allow the practical trial
and implementati on of the new classification structure.

(a) Skill Unirs - TI1e skill units referred to in the definitions for
progression purposes will he of equal value , and similar in type
and complexity to the Engineering Produ ct ion Certificate
modules.

the definit ions as the trial progresses and trai ning modules are
written.
