Professional Boxing Control Regulations 1996
The Governor in Council makes the following Regulations:

PART 1—PRELIMINARY
1. Objectives
The objectives of these Regulations are to control
professional boxing, to promote the safety of
participants and to reduce the risk of malpractice.
2. Authorising provision
These Regulations are made under section 22 of
the Professional Boxing Control Act 1985.
3. Sunset
These Regulations are revoked on 30 June 1997.
4. Definitions
In these Regulations—
"Act" means the Professional Boxing Control
Act 1985;

"Board" means the Professional Boxing Control
Board established under section 14 of the
Act;
"boxer" or "contestant" means a boxer who
boxes in any professional boxing contest;
"medical officer" means an Accredited Medical
Officer appointed under section 11 of the
Act.

PART 2—LICENCES PERMITS AND REGISTRATIONS
Division 1—Promoters
5. Promoter's licence
(1) Any person seeking to be licensed as a promoter
or to renew such a licence must make application
to the Minister in the form of Schedule 1.
(2) Every corporation which applies for a promoter's
licence must nominate some person to hold the
licence on its behalf.
(3) Every promoter's licence must be issued in the
form of Schedule 2.
(4) The fee to be paid on application for the issue or
renewal of a promoter's licence is $78.00.
6. Promotion permit
(1) A promotion permit must be in the form of
Schedule 4.
(2) A promoter seeking to obtain a promotion permit
must apply to the Minister in the form of
Schedule 3.
(3) The Minister must not grant an application for a
promotion permit unless satisfied that—
(a) the applicant has the capacity to pay for the
promotion; and
(b) the applicant has a thorough knowledge of
the Act and Regulations; and
(c) all boxers are adequately matched having
regard to experience, competence and
weight; and
(d) the proposed date is appropriate; and

(e) the proposed venue is satisfactory for the
purposes of conducting a boxing contest; and
(f) any additional information required in
support of the application has been provided
in accordance with that requirement.
7. Conduct of promotions
In every promotion conducted by a promoter the
promoter must—
(a) not allow any boxing contest to proceed
unless a contract in the form of Schedule 5,
between the promoter and the boxer, has
been duly executed; and
(b) engage a licensed matchmaker and must not
allow any other person to arrange
preliminary bouts on the promotion; and
(c) schedule not less than 30 rounds of boxing
except in circumstances approved by the
Board; and
(d) before each promotion arrange for an
emergency contest to be provided in case the
arranged programme breaks down; and
(e) if the emergency contest takes place, pay the
contestants the contracted amount for that
contest and if the emergency contest is not
held, pay each boxer under contract for that
contest not less than 1/3rd of the contracted
amount; and
(f) provide separate dressing rooms if male and
female boxers are on the same promotion;
and
(g) provide suitable accommodation and
equipment for the medical officer to carry
out that officer's duties; and

(h) take all reasonable action to ensure order is
maintained; and
(i) ensure that an intermission in a promotion
does not exceed a period of 15 minutes; and
(j) take all reasonable steps to ensure that no
unlicensed or unauthorised persons are
allowed to enter the dressing rooms, the ring
or sit at the ringside.
8. Change to date or program of promotion
(1) If the promoter wishes to change the date or venue
of a promotion, the promoter must apply to the
Minister for an amendment of the promotion
permit.
(2) If a promotion permit is issued for a promotion
and the promoter is unable to present a promotion
on the date mentioned in the permit, the promoter
must notify the Minister of the inability to conduct
the promotion as soon as possible after becoming
aware of that inability.
(3) If a postponement of a promotion becomes
necessary because of an occurrence which is not
within the control of the promoter, the promoter
may apply to the Minister for an amendment of
the promotion permit and the variation of the
contracts between the parties.
(4) The Minister may grant or refuse an application
under this regulation and if the Minister grants an
application for a new date the Minister must
determine the new date on which the proposed
promotion is to be held.
(5) If a change to the advertised main event or major
supporting contests of a promotion is made, the
promoter must cause notice of the change to be
displayed at the box office and announced from
the ring before the opening contest and if any of

the patrons desire to have the price of their tickets
refunded, the promoter must refund the price if the
tickets or ticket stubs are presented at the box
office within 30 minutes after the first
announcement is made.
9. Offence to do business with an unlicensed person
A promoter must not do business directly or
indirectly in relation to promoting professional
boxing contests with a person whose licence or
registration under the Act has been suspended.
10. Payment of accredited medical officer
Any medical officer required to attend a boxing
contest must be paid by the promoter an
attendance fee of $150 and must be reimbursed by
the promoter for travelling and other expenses
reasonably incurred.
Division 2—Contracts
11. Contracts between promoters, boxers and managers
(1) This regulation applies to contracts between a
promoter, a boxer and his or her manager.
(2) In the main and main support contest, the
promoter must ensure that each contract entered
into by the promoter is in writing and executed in
triplicate and must give 1 copy to the boxer or
manager at the time of signing and after signing
must lodge 1 copy with the Minister at least 7
days before the date of the contest.
(3) A promoter must ensure that contracts for all other
bouts are lodged with the Board by weigh-in time.
(4) A promoter who has an option on a boxer's
services must lodge a separate contract under
these Regulations for each contest entered into by
the boxer.

(5) If 2 or more promoters lodge contracts for the
services of a boxer which will bring the services
of that boxer into dispute, then the boxer must not
take part in any boxing contest until such time as
the disputed contracts have been amended or
legally resolved.
(6) If a promoter wishes to match a boxer with the
winner of an ensuing contest this may be done in
the contract by writing in the space reserved for
the opponent's name "(name) or (name), whoever
is the winner of their contest on (date)". In signing
the opponent in this case the promoter may sign
both boxers in the ensuing contest and with the
consent of all parties have written in their official
contracts the following provision: 'This contract at
the option of the promoter may be declared void if
the boxer loses the contest with (name of
opponent) on (date) and may also be declared void
in the event of a "drawn" decision or "no
decision" decision being given'.
(7) If a promoter is paying a boxer a percentage of the
gross gate receipts no deduction must be made
from the gate receipts except as may be specified
in the contract signed between the promoter and
the boxer.
(8) In order to prevent claims by boxers contracted on
a percentage basis that they have not been paid the
correct amount, a promoter must on demand show
the Minister or any boxer so contracted or that
boxer's manager a statement of the gate receipts of
a promotion.
(9) A promoter must not prepare a contract where a
boxer agrees to accept a certain percentage for
that boxer's services with the understanding that at
the same time the boxer is to pay that boxer's
opponent a stipulated amount of that percentage.

(10) If a boxer who is contracted for a contest appears
at the weigh-in and is ready to fulfil that boxer's
contract and that boxer's opponent or substitute
does not appear the promoter must pay the boxer
that boxer's full contract price, or such alternative
amount as entered in the contract.
(11) All weight and appearance forfeits stipulated in
contracts must be paid to the Board for
disbursement as provided for in regulation 109.
(12) All contestants must be paid in full according to
their contracts unless a purse is withheld in
accordance with these Regulations. No part or
percentage may be turned over to any matchmaker
or promoter unless a determination is made in a
promoter's favour under regulation 109.
(13) A promoter promoting a State Title fight may not
sign the challenger to more than one option. If an
option clause is included in the challenger's
contract there must be a reasonable purse
nominated and the option must be exercised
within 6 months after the date of the contract.
Division 3—Managers
12. Manager's licence
(1) Any person seeking to be licensed as a manager or
to renew such a licence must make application to
the Minister in the form of Schedule 6.
(2) Every boxing manager's licence must be issued in
the form of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a manager's licence is $38.50.
13. Contracts
A manager must ensure that any boxer-manager
contract executed by that manager in Victoria—

(a) is prepared and signed in triplicate and in the
form of Schedule 8; and
(b) states the division of the boxer's earnings
which are to be paid to the manager and that
this does not exceed 25 per cent; and
(c) states the period of the contract and that this
is no longer than 2 years.
14. Contracts not transferable
(1) Contracts between a manager and a boxer are not
transferable.
(2) A manager must not execute a 2nd or subsequent
contract signed by a boxer and the manager unless
the boxer's 1st contract has expired, been mutually
terminated or been legally declared to be void.
15. Expiry of licence
If a manager fails to make application for renewal
of that manager's licence within 14 days after the
expiration of that manager's licence, the manager
forfeits all rights to any boxer with whom that
manager has a contract and the boxer is free to
sign a contract with any other licensed manager.
16. Termination of contract
(1) At any stage within 6 months after signing a
boxer-manager contract (except a further contract
between the same parties) either the manager or
the boxer may terminate the contract by giving the
other party 14 days notice of such termination.
(2) At any stage during the term of a boxer-manager
contract both parties may by mutual consent
terminate the contract.
(3) If a boxer-manager contract is terminated under
sub-regulation (1) or (2) the Minister must be
notified accordingly within 14 days after the date
of termination of the contract.

17. Contract for services of boxer
(1) If a manager is doing business for a boxer not
signed to a contract with that manager, the boxer
must personally sign all contracts for that boxer's
services.
(2) All contracts for the services of any boxer
contracted to a licensed manager must be
approved by the manager and if the manager is
unavailable or unable to approve a contract for a
boxer's services, the boxer may sign a contract on
that boxer's own behalf.
18. Co-managers
If a boxer has 2 or more co-managers, 1 must be
designated by the boxer as the primary manager
for the purpose of all contractual arrangements.
19. Effect of suspension of a manager's licence
If a manager has that manager's licence suspended
for any reason, the boxers under contract to that
manager may at their discretion—
(a) become free agents during the period of
suspension and not be required to pay the
manager's share of their earnings to the
suspended manager; or
(b) sign a contract with a new manager and such
contract will be in force only during the
period of suspension.
20. Duties of manager
(1) It is the duty of a manager to protect the interests
of a boxer under contract to that manager by—
(a) arranging for the proper training of the
boxer; and
(b) securing remunerative boxing contests for
the boxer; and

(c) being present at the payment of the boxer for
participating in any contest and ensuring that
the boxer fulfils the requirements of any
contract entered into by that boxer; and
(d) being present at any time the boxer is in a
contest; and
(e) arranging that all registrations and contracts
of the boxer are in order; and
(f) requesting the boxer's permission, when
circumstances make it impossible for the
manager to carry out his duties, to have an
agent carry out any or all of these duties.
(2) A manager may be held equally responsible with
the boxer if a boxer exceeds the weight limit
stipulated in the contract for any boxing contest.
(3) A manager who has approved a contract for a
boxer to participate in a contest must notify the
promoter and the Minister immediately if there is
any reason to that manager's knowledge
preventing the boxer from carrying out the
contract.
Division 4—Trainers
21. Trainer's licence
(1) Any person seeking to be licensed as a trainer or
to renew such a licence must make application to
the Minister in the form of Schedule 6.
(2) Every trainer's licence must be issued in the form
of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a trainer's licence is $19.50.
22. Trainer does not need to hold a second's licence

(1) Any person who holds a trainer's licence is not
required to take out a second's licence in order to
assist a boxer during a boxing contest.
(2) Any trainer acting as a second must comply with
the Regulations relating to seconds.
23. Duties of trainer
It is the duty of a trainer of any boxer to—
(a) ensure that training facilities are adequate to
allow all facets of the sport to be taught; and
(b) supervise the training of the boxer; and
(c) protect the health and physical welfare of the
boxer by making sure the boxer is fit for all
contests; and
(d) ensure that the boxer is not under or over
matched; and
(e) ensure that the boxer is ready for a boxing
contest on the due date and is within the
weight limit as contracted; and
(f) ensure that the boxer is at the venue and
weigh-in on time and properly prepared and
that the boxer's registration is current and
available for inspection and endorsement.
24. Trainer must be familiar with regulations
Every person licensed as a trainer must become
familiar with the regulations relating to boxing
contests.
25. Trainer can enter boxer-manager contract
A licensed trainer may enter into a boxer-manager
contract without obtaining a manager's licence.

Division 5—Seconds
26. Second's licence
(1) Any person seeking to be licensed as a second or
to renew such a licence must make application to
the Minister in the form of Schedule 6.
(2) Every second's licence must be issued in the form
of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a second's licence is $12.50.
27. Duties of second
Every second must—
(a) become familiar with the regulations relating
to boxing contests; and
(b) not attempt to act as a manager or trainer or
attempt in any way to procure contests; and
(c) be neat and tidy in appearance.
Division 6—Matchmakers
28. Matchmaker's licence
(1) Any person seeking to be licensed as a
matchmaker or to renew such a licence must make
application in the form of Schedule 6.
(2) Every matchmaker's licence must be issued in the
form of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a matchmaker's licence is $12.50.
29. Duties of matchmaker
A matchmaker must—
(a) not deal with unlicensed managers or
trainers; and

(b) ensure that all boxers are registered or
eligible for registration; and
(c) not deduct any commission from a boxer's
earnings.
Division 7—Timekeepers
30. Timekeeper's licence
(1) Any person seeking to be licensed as a timekeeper
or to renew such a licence must make application
in the form of Schedule 6.
(2) Every timekeeper's licence must be issued in the
form of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a timekeeper's licence is $12.50.
31. Duties of timekeeper
A timekeeper must—
(a) obtain 2 accurate stopwatches; and
(b) be seated at ringside next to the bell and
must indicate the beginning and ending of
each round by sounding the bell; and
(c) become familiar with the regulations relating
to boxing contests.
Division 8—Ring Announcers
32. Ring announcer's licence
(1) Any person seeking to be licensed as a ring
announcer or to renew such a licence must make
application in the form of Schedule 6.
(2) Every ring announcer's licence must be issued in
the form of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a ring announcer's licence is $12.50.

33. Duties of ring announcer
A ring announcer must—
(a) act as master of ceremonies; and
(b) announce each boxing contest and the
weights of each contestant; and
(c) announce the result of each boxing contest
and the duration of the contest if the contest
finishes before the scheduled number of
rounds.
Division 9—Agents
34. Agent's licence
(1) Any person seeking to be licensed as an agent or
to renew such a licence must make application in
the form of Schedule 6.
(2) Every agent's licence must be issued in the form
of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of an agent's licence is $12.50.
35. Duties of agent
An agent who is acting for a boxer who is
contracted to box in a professional boxing contest
must—
(a) ensure that the boxer is registered in
accordance with section 10 of the Act; and
(b) inform the boxer and the boxer's manager or
trainer of their responsibilities under these
Regulations; and
(c) provide an interpreter at all relevant times if
those services are required; and
(d) be in attendance at the weigh-in and be
available during the contest if required; and

(e) ensure, if the boxer is resident outside the
Commonwealth, that the boxer provides a
current Boxer's Licence, full boxing record
and letter of clearance from the Boxing
Board, Commission or other boxing body in
that person's State or country of residence.
Division 10—Referees
36. Referee's licence
(1) Every person seeking to be licensed as a referee or
to renew such a licence must make application in
the form of Schedule 6.
(2) Every referee's licence must be issued in the form
of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a referee's licence is $25.00.
37. Referee to submit to medical examinations
(1) A referee must submit to an accredited medical
officer for an annual physical examination and
must forward the certificate of fitness with that
referee's application for the issue or renewal of
that referee's licence.
(2) A referee must also submit to a psychological
assessment when directed by a medical officer.
(3) Before officiating in a contest, a referee must
report to the accredited medical officer on duty
who may examine him or her if that officer
considers there is any question as to his or her
physical condition.
(4) If in the opinion of the medical officer the referee
appears to be physically or otherwise
incapacitated, the medical officer must report
those findings to some person nominated by the
Minister for this purpose who must take

appropriate action to replace the referee and the
medical officer must forward to the Minister a
report in writing of that examination.
38. Duties of Referee
A referee must observe these Regulations whilst
officiating.
Division 11—Judges
39. Judge's licence
(1) Every person seeking to be licensed as a judge or
to renew such a licence must make application in
the form of Schedule 6.
(2) Every judge's licence must be issued in the form
of Schedule 7.
(3) The fee to be paid on application for the issue or
renewal of a judge's licence is $12.50
40. Judges may be required to undertake examinations
Any applicant for a judge's licence may be
required to undertake a medical examination
including a test of eyesight and a psychological
assessment.
Division 12—Boxers
41. Boxer's registration
(1) Every person seeking to be registered or to renew
a registration as a professional boxer must make
application in the form of Schedule 9.
(2) Every application for registration from a person
resident in Victoria must be lodged at least 7 days
prior to any proposed contest.
(3) Any applicant who is resident outside the
Commonwealth must also submit in the
application that person's full boxing record,

current licence and letter of clearance from the
Boxing Board, Commission or other boxing body
in that person's State or country of residence.
(4) Every certificate of fitness given for the purposes
of section 10(2) of the Act must be in the form of
Schedule 11.
(5) The fee to be paid on application for registration
or renewal of registration as a boxer is $11.50.
(6) Every registration as a professional boxer must be
in the form of Schedule 10.
42. Conduct of boxers
(1) A boxer intending to engage in a professional
boxing contest must—
(a) during a contest, wear a mouthguard (other
than a self-moulded mouthguard) fitted by a
dentist or advanced dental technician; and
(b) wear an abdominal protection cup, which
must be firmly adjusted before leaving the
dressing room; and
(c) have at the contest trunks that are loose-
fitting and that have a belt not extending
above the waistline; and
(d) wear shoes of a soft material which are not
fitted with spikes, cleats, hard soles or hard
heels; and
(e) not allow that boxer's hair to interfere with
the vision or safety of that boxer or the other
contestant.
(2) A boxer may wear an emblem on his or her trunks
if it is not of a potentially offensive nature.

43. Arrival before a contest
Any boxer who travels to Victoria to participate in
a professional boxing contest must arrive in
Victoria 1 day before the contest for every 1500
km travelled with a maximum of 7 days for each
contest.
44. Illness or injury
(1) A boxer must appear for every contest for which
that boxer is contracted unless that boxer is unable
through injury or illness to take part in that
contest.
(2) If a boxer suffers an injury or illness prior to a
contest for which that boxer is under contract,
either the boxer or the boxer's manager must
notify the promoter and the Minister immediately.
(3) Any boxer who lodges a certificate from a
medical officer stating that that boxer is unable to
fulfil a contract through physical disability must,
on becoming fit to fight, fulfil the contract with
the same opponent or a suitable substitute within a
reasonable time, unless the boxer is released from
the contract by mutual agreement with the
promoter.
45. Time between contests
A boxer competing in a contest of 6 rounds or less
must not compete again for 7 days and a boxer
competing in a contest of 7 rounds or more must
not compete again for 14 days or whatever longer
period is endorsed in that boxer's licence by a
medical officer.
46. Boxer readiness
All boxers must be ready to enter the ring
immediately when asked to do so by the promoter
or a representative of the Board.

47. Payment of boxer
Subject to regulation 11, a person must not pay a
boxer in relation to any contest until that boxer
boxes in the contest, or until a decision is made by
the Board if that boxer's purse is withheld under
the Regulations.
48. Examination after losses
Any boxer who loses 6 consecutive contests must
not compete in any contest until that boxer has
submitted to and passed such medical
examinations as the Minister may direct.
49. Contests outside Victoria
Any boxer registered and resident in Victoria
wishing to compete outside Victoria must apply to
the Minister for a clearance to compete prior to
departure and after returning to Victoria must
have details of all contests entered on that boxer's
Victorian registration, and the boxer or the boxer's
manager must advise the Board of these details
within 7 days after that boxer's return to Victoria.
50. Interstate boxers
A boxer who is licensed or registered in another
State or Territory must submit that boxer's current
licence or registration to the medical officer prior
to the contest.
51. Restrictions on female contestants
In addition to meeting such requirements as apply
to a boxer generally, a female boxer must—
(a) not engage in a contest with a male boxer;
and
(b) wear an approved breast protector; and
(c) use a minimum of cosmetics; and

(d) sign an addendum to the contract indicating
that to her knowledge she is not pregnant and
that the contest will not take place during a
menstrual period; and
(e) for each contest in which that boxer
competes, provide 2 uniforms, each uniform
consisting of a body shirt or blouse and
shorts; and
(f) prior to the pre-contest medical examination
provide the medical officer with a certificate
giving the results of a pregnancy test carried
out within 3 days before the date of the
contest.

PART 3—BOXING CONTEST RULES
52. Construction of boxing ring
The following provisions apply to the construction
and size of a boxing ring—
(a) the ring must be not less than 4·9 m. square
and not more than 6·1 m. square by
measurement taken inside the line of the
ropes;
(b) the platform must be strongly constructed,
level, and free from any obstructing
projections;
(c) the platform must extend for at least 0·5 m.
outside the line of the ropes and be not more
than l·2 m. above the floor;
(d) the platform must be covered by—
(i) rubber or similar material not less than
1·5 cm. thick; and
(ii) a layer of good quality felt or similar
material; and
(iii) a canvas which must be stretched
tightly and secured to the outer edges of
the platform;
(e) the ropes of a boxing ring must—
(i) be 3 or 4 in number and each not less
than 2.5 cm. or more than 5 cm. in
diameter; and
(ii) be tightly drawn from the corner posts
and where 3 ropes are used be at
heights of approximately 45 cm., 87
cm., and l·3 m.; and where 4 ropes are
used be at heights of approximately 32

cm, 65 cm, 97 cm, and 1·3 m from the
ring floor; and
(iii) be covered by a soft smooth material;
and
(iv) if sisal or similar ropes are used, be
joined vertically on each side at equal
intervals by 2 pieces of close-textured
canvas 3 to 4 cm. wide which must not
slide along the ropes; and
(f) the turnbuckles must be well padded.
53. Provision of lighting and other equipment
The promoter of a boxing contest must ensure
that—
(a) the ring lighting is adequate for the conduct
of a boxing contest; and
(b) a spit bucket or other receptacle is placed in
each contestant's corner between rounds, and
if necessary proper steps are also provided at
each contestant's corner of the ring; and
(c) a bell is provided for the timekeeper which
both the contestants and the referee will be
able to hear; and
(d) a stretcher is kept at ringside during any
boxing contest; and
(e) a sufficient number of clean buckets and
clean bottles for use by contestants, as well
as resin for the canvas, stools for seconds
and any other such articles necessary for the
conduct of the boxing contest are provided.
54. Boxing gloves
The following provisions apply to boxing gloves
used in any boxing contest—

(a) the gloves must each weigh not less than
227 g.;
(b) only clean and serviceable gloves supplied
by the promoter may be used;
(c) the gloves for all main events must be new
or near new and may be put on in the ring;
(d) there must be no tampering with the gloves
by a boxer or that boxer's handlers after the
gloves have been assigned to them;
(e) the laces of the gloves must be tied on the
outside of the back of the wrists and the tie
must be covered with adhesive tape;
(f) the promoter must supply an extra set of
gloves to be used in case any gloves are
broken or damaged during a contest.
55. Bandaging of hands
The following provisions apply to bandages worn
by each boxer in a professional boxing contest—
(a) a soft surgical bandage or similar material
not exceeding 5 m. in length and 5 cm. in
width may be worn on each hand;
(b) one layer of adhesive tape not more than 2·5
cm. in width may be placed on the back of
each hand to protect that part of the hand
near the wrist but must not extend past the
base of the knuckles when the hand is
clenched to make a fist;
(c) adhesive tape up to 1·5 m. in length and 2·5
cm. in width may be used to secure the
bandage between the wrist and the knuckles
but must not extend past the base of the
knuckles when the hand is clenched to make
a fist;

(d) in the event that the permissible bandage
material and the adhesive tape are
insufficient to best protect the hands of one
or both of the boxers, both boxers may agree
to an alternative bandage under the strict
approval of the Board which will make the
decision as to any such alternative
bandaging;
(e) a thin strip of adhesive tape may be placed
between the fingers to help keep the
bandages in place;
(f) no liquid, powder or any other substance is
to be applied to the hands before or after
they are bandaged;
(g) all bandaging and taping must be performed
in the dressing room and be approved by the
Board.
56. Weigh in for boxers
(1) There will be only 1 official weigh-in.
(2) For any professional boxing contest for which a
promotion permit under section 7 of the Act has
been issued, with the exception of a heavyweight
contest, the weigh-in must be held no less than 8
hours or no more than 12 hours before the
scheduled starting time of the promotion.
(3) For title contests both the champion and the
challenger are allowed 2 hours after the official
weigh-in time to make the required weight and are
allowed any number of times on the scales during
that period.
(4) If either or both of the contestants fail to make the
required weight within the 2 hours additional time
the contest must proceed as a non-title contest.
(5) For the heavyweight class, the weigh-in can be at
any time prior to the commencement of the fight.

57. Postponement
In the event of a postponement of more than 24
hours after the original scheduled date of the
contest, all contestants must weigh-in again.
58. Boxers not to use certain weight reduction methods
(1) Boxers must not use diuretic tablets or saunas as
weight reducing aids within 7 days before a
contest.
(2) If directed by the Minister, a boxer must submit to
such additional pre-contest examinations at the
times and places indicated in that direction.
59. Forfeiture if unable to make contracted weight
Boxers who do not make the contracted weight
must pay any forfeiture sum in the contract to the
Board for disbursement under regulation 109 and
any such weight forfeit must not exceed 20 per
cent of the proposed purse.
60. Length of contest
A boxing contest must not be scheduled to last
less than 3 rounds or more than 12 rounds.
61. Time of round
Any 1 round must not exceed 3 minutes duration
and may be of 2 minutes duration.
62. Interval between rounds
There must be an interval of 1 minute between
rounds.
63. Boxer must produce proof of registration to
examining doctor
Every boxer intending to engage in a boxing
contest must produce proof of that boxer's
registration to the accredited medical officer for
examination and endorsement.

64. Duties of accredited medical officer
A medical officer making an examination for the
purposes of section 12 of the Act must—
(a) following the completion of the pre-contest
examination, record the results of the
examination in Part A of the form in
Schedule 12; and
(b) following the completion of the contest again
examine the boxer and record the results of
that examination in Part B of the form in
Schedule 12; and
(c) enter any relevant details including any
period of suspension that the medical officer
has determined in the boxer's record of
registration and notify the boxer or the
boxer's trainer accordingly.
65. Boxer can be declared unfit
Any boxer who presents for examination with any
of the following may be declared unfit by the
medical officer—
(a) any sign of use of drugs or alcohol;
(b) a recent fracture or cut;
(c) an acute illness;
(d) a skin disease or any other condition which
in the opinion of the medical officer would
be detrimental to the boxer, the boxer's
opponent or professional boxing in general;
(e) obesity.
66. Prohibited drugs
A boxer must not use any drug listed in Schedule
13.

67. Urine samples
(1) Any boxer may be required to provide a urine
sample for urinalysis immediately after a contest.
(2) If a sample is to be taken the sample must be
provided in the presence of the medical officer
and a representative of the Board either in the
dressing room or at some place designated by the
medical officer.
(3) The sample must be taken in a clean plastic or
glass container properly marked and then divided
into 2 separate bottles. The bottles must be sealed
and signed by the medical officer, the boxer or the
boxer's manager, and the representative of the
Board.
(4) The medical officer must submit the 1st bottle to a
laboratory for testing. If the test results are
negative the results must be filed and the 2nd
sample destroyed. But if the specimen provides a
positive result for a prohibited drug, the boxer,
that boxer's manager and the Board must be
notified and another test undertaken on the 2nd
sample at a laboratory agreed upon by the boxer
and the Board.
(5) If the 2nd sample provides a positive result for the
prohibited drug the boxer is regarded as having
used that drug.
68. Prescribed medication
Any boxer who has been on any medication
prescribed by a medical practitioner must report
this to the medical officer prior to the pre-contest
medical examination, and in the case of any
proposed title contest must report the matter to the
Board at the time of being prescribed such
medication.

The accredited medical officer must sit at the
immediate ringside during a boxing contest. The
promoter must not permit the contest to proceed
unless the medical officer is present.
70. Procedure in case of knockout or heavy punishment
(1) If a boxer is knocked out or judged unable to
continue in a boxing contest the following
provisions apply—
(a) the boxer must be kept under medical
observation for such period as the medical
officer in attendance determines;
(b) the medical officer must endorse the boxer's
registration "K.O." or "T.K.O.C." or
"T.K.O." or "R.S.C.";
(c) if the knockout was caused by blows to the
head the boxer must not compete in a boxing
contest for a period of 1 month or for such
longer period as the medical officer
determines;
(d) if the bout was terminated for some other
reason than a knockout by blows to the head
that boxer must not compete in a boxing
contest for such period as the medical officer
thinks fit.
(2) If, in the opinion of the medical officer, a boxer
has been involved in a particularly hard contest or
has taken heavy or severe punishment, that boxer
must not compete in a boxing contest for such
period as the medical officer thinks fit.
71. Restrictions on boxer
Any boxer whose licence has been endorsed under
regulation 70 must—

(a) undertake such medical tests as the medical
officer directs, before competing in any
further boxing contest; and
(b) not engage in any boxing contest or training
by way of sparring for such period as the
medical officer directs.
72. Conduct of contests
There must not be more than 4 licensed trainers or
seconds for any boxer in a boxing contest and no
more than 2 may stand on the ring apron during
the interval between rounds.
73. Duties of seconds or trainers during a contest
(1) A second or trainer must not—
(a) engage in excessive coaching of a boxer
during a round or by word or action attempt
to annoy the boxer's opponent;
(b) forcefully throw water on a contestant;
(c) use an excessive amount of water which
causes water to drip onto the canvas;
(d) enter the ring until the bell indicates the end
of a round;
(e) place on the platform any obstruction until
the bell has sounded the end of a round;
(f) give the boxer or use on the boxer any
stimulant other than cold water sponged on
the body or used as a mouth wash;
(g) use any of the following—
(i) iron chloride solution;
(ii) monsol solution;
(iii) ammoniated liniment;

(iv) alcohol;
(v) smelling salts;
(h) swing towels between rounds (other than
using them as fans).
(2) A second or trainer must—
(a) leave the ring when advised to do so before
the start of a round and clear the entire ring
platform of all obstructions, including
buckets, stools, etc. as soon as the bell
sounds to start each round;
(b) use only the following equipment while
working in a boxer's corner—
(i) white petroleum jelly (vaseline);
(ii) sterile cotton wool;
(iii) sterile gauze;
(iv) cotton bud sticks;
(v) butterfly band aids;
(vi) blunt-edged surgical scissors;
(vii) ice bag;
(viii) adhesive tape;
(ix) solution of adrenalin 1/1000;
(x) water;
(xi) sponge;
(xii) clean towels;
(xiii) soft bandages.
(3) Prior to the commencement of the contest the
person in charge of each corner is to nominate to
the referee 1 of the 4 licensed trainers or seconds
to be the senior licensed corner-person.

(4) A second may sponge off that second's boxer with
a sponge or wet towel provided the second
immediately wipes off any excess water.
74. Closure of bout by senior licensed corner person
(1) A boxer's senior licensed corner-person who
considers that the boxer is in danger of being
seriously injured through continuation of the
contest may throw a towel into the ring as a token
of defeat and therefore accept the responsibility
for the stopping of the contest and causing the
boxer to be retired.
(2) Despite sub-regulation (1), the referee is the final
arbiter as to whether a contest is to be terminated.
75. Referee to be chief official
The chief official of a contest is the referee who
has powers of general supervision over the
contest.
76. Referee may use discretion in matters not covered by
Regulations
The referee may use discretion in deciding any
matters that arise during a contest which are not
covered by these Regulations.
77. Duties of referee before a bout starts
(1) Prior to the start of a contest the referee on
entering the ring must—
(a) ascertain where the judges and medical
officer are seated should the referee need to
consult them during the contest; and
(b) call the contestants together before each bout
for final instructions (and ensure that each
contestant is only accompanied by his or her
senior licensed corner-person); and

(c) give the contestants their final instructions
and invite them to shake hands and return to
their corners; and
(d) ensure that the contestants do not shake
hands again until the beginning of the last
round; and
(e) inspect the boxers and the gloves to make
sure that no foreign substances have been
applied to either the gloves or bodies of the
boxers to the detriment of an opponent;
(f) examine each contestant to see if they are
wearing protection cups and mouthguards;
and
(g) if it is found that a contestant is not wearing
a protection cup and mouthguard, prevent
the contest from starting.
(2) The referee may permit a boxer to use a
reasonable amount of vaseline or similar
substance on the face but must not allow vaseline
be used on a boxer's hair, body or gloves.
78. Boxer may use protection on eye brows
A contestant may use an approved non-abrasive
protective covering to protect the contestant's
eyebrows.
79. Referee should not touch boxers
The referee must not touch the contestants except
on the failure of either or both to obey that
referee's command to break.
80. Referee may call medical officer to ring
A referee may call the medical officer into the
ring if a boxer has received a cut eye or other
injury which the referee believes could
incapacitate the boxer, before making a decision
to stop a contest.

81. Termination of contest
The referee must declare a contest terminated
when—
(a) a boxer is knocked down and is unable to
rise within a period of 10 seconds; or
(b) a boxer is unable to properly defend himself
or herself and there may be a danger of
serious injury to the boxer; or
(c) a boxer's senior licensed corner-person
throws a towel into the ring as a token of
defeat thus causing that boxer to be retired;
or
(d) a boxer has received an injury and after
consultation with the medical officer it is
considered serious consequences may result
if the contest is allowed to continue; or
(e) the medical officer instructs the referee to
stop a contest because the medical officer is
of the opinion that a boxer is exhausted or
injured to such an extent as to be unable to
defend himself or herself or to continue that
contest; or
(f) a boxer is clearly knocked down a total of 3
times in any round.
82. Criteria for determining winner in case of cut eye
(1) If a contest is stopped because of a cut to the eye
or its surrounds and, in the opinion of the referee,
the cut was caused—
(a) by a legitimate blow, the boxer delivering
the blow must be declared the winner of the
contest; or
(b) by a deliberate foul, the boxer responsible
for the foul must be disqualified; or

(c) accidentally—
(i) if the contest is stopped before the start
of—
(A) the 3rd round in a 10 round or less
contest; or
(B) the 4th round in a 12 round
contest—
the contest must be declared a technical
draw; or
(ii) if the contest is stopped at any other
time, the boxer ahead on points must be
declared the winner of the contest.
(2) At the end of any round in which a boxer receives
a cut the referee must advise the judges and
recorder whether the cut was caused by a
legitimate blow or by accidental means.
83. Boxer deemed to be down
A boxer is to be regarded as down when any part
of that boxer's body other than that boxer's feet is
on the ring floor.
84. Boxer helpless on ropes
If a contestant is helpless on the ropes the referee
must instantly intervene, declare the helpless
boxer "down" and proceed with the count as in the
case of a knockdown.
85. Duties of referee in case of knockdown
In the case of a knockdown the timekeeper must
immediately start counting off the seconds and
continue the count until the boxer has been
counted out or the referee has ordered the boxers
to box on. The referee, after directing the
opponent to the neutral corner, must pick up the
count from the timekeeper and audibly continue

the count, as well as indicating each second by a
downward motion of the arm until the count of 8
is completed or the boxer has been counted out. If
the opponent fails to remain in the furthest neutral
corner the referee must cease counting until the
opponent has returned to that corner and then the
referee must continue the count from the point at
which it was interrupted.
86. Timekeeper to take time out, official count
(1) The referee must instruct the timekeeper to take
time out when necessary.
(2) The referee's count is the official count.
87. Responsibility of referee in case of knockout
If a contestant is counted out the referee must
wave both arms to indicate that that contestant has
been knocked out and then give immediate
assistance to the stricken boxer if necessary before
raising the hand of the opponent as the winner.
88. Mandatory 8 count
(1) The mandatory 8 count applies in all contests.
When a boxer is knocked down the referee must
require that boxer to take a count of 8 seconds
whether or not the boxer arises before the count of
8 has been reached. The count is for the benefit of
the fallen contestant and the knockdown is scored
against that contestant regardless of the length of
the count.
(2) If a referee considers a contestant has been hurt or
is temporarily unable to continue the referee may
apply a mandatory 8 second count to that
contestant whether that contestant has gone down
or not and if the referee is of the opinion that the
contestant cannot continue with the contest he
must count out that contestant.
89. Resumption of count

If a contestant who is "down" arises before the
count of 10 is reached and then immediately goes
"down" again without being struck, the referee
must resume the count where it was left off.
90. Disqualification
If a contestant goes down without being struck
and stays down the referee must disqualify the
contestant and award the decision to that person's
opponent.
91. Cessation of count
If at the end of any round except the last round a
boxer is down and the referee is in the course of
counting over the fallen boxer, the bell indicating
the end of the round must not be sounded by the
timekeeper. If the fallen boxer rises before the
count of 10 and the referee gives the command to
box on indicating the continuation of the bout, the
bell must then be sounded by the timekeeper.
92. Boxer knocked out of ring
If a boxer is knocked out of the ring and onto the
apron, that boxer must return inside the ropes
unaided and be prepared to continue boxing
within 10 seconds, otherwise he or she is deemed
to be counted-out. If a contestant is knocked
outside the ring and off the apron onto the floor
that contestant must return inside the ropes
unaided and be prepared to continue boxing
within 20 seconds, otherwise he or she is deemed
to have been counted-out.

93. Boxer in ring to go to furthest neutral corner
If a boxer has been knocked down or has fallen
through the ropes the other contestant must retire
to the furthest neutral corner and stay there until
the count is completed.
94. Gloves to be wiped clean
Before a boxer resumes boxing after having been
knocked down or fallen or slipped to the floor, the
referee must wipe the boxer's gloves with a towel
or on the referee's shirt to remove all foreign
substances.
95. Mouthguard
(1) If during the course of a round a boxer loses that
boxer's mouthguard the referee must at the earliest
opportunity stop the contest, order time out and
have the boxer's mouthguard replaced before
allowing the contest to continue.
(2) If a boxer deliberately spits out that boxer's
mouthguard the referee may treat this as a foul
and penalise the boxer accordingly.
(3) If a boxer continues to deliberately spit out that
boxer's mouthguard the referee may disqualify the
boxer and award the contest to that boxer's
opponent.
96. Referee not to permit unfair practices
A referee must not permit unfair practices that
may cause injury or that may be to the detriment
of a contestant, and is responsible for enforcing
these Regulations. The only blow allowed is a
blow delivered with the knuckle part of the glove
to the scoring part of an opponent's body.

97. Foul practices
The following practices are considered to be fouls
and it is within the discretion of the referee as to
whether the offending boxer is warned,
disqualified or loses points in that particular
round—
(a) hitting below the belt;
(b) hitting an opponent who is down or is getting
up after being down;
(c) holding an opponent with one hand and
hitting with the other;
(d) holding or deliberately maintaining a clinch;
(e) wrestling, kicking or roughing at the ropes;
(f) butting with the head or shoulder or using
the knee;
(g) hitting with the open glove, butt of the hand,
wrist or elbow, and all backhand blows;
(h) hitting an opponent who is partly out of the
ring and is prevented by the ropes from
assuming a position of defence;
(i) purposely going down without being hit;
(j) deliberately striking at that part of the body
over the kidneys;
(k) the use of the pivot blow or the rabbit punch;
(l) jabbing an opponent's eyes with the thumb of
the glove;
(m) hitting on the break, or the back of the head
or neck;
(n) hitting after the bell ending the round has
sounded;

(o) pushing an opponent about the ring or into
the ropes;
(p) persistently ducking below the waistline;
(q) deliberately spitting out a mouthguard;
(r) any dangerous or unsportsmanlike conduct.
98. Referee to disqualify or penalise continuing fouls
(1) If, in the case of a foul, the offending boxer
disregards the referee's warnings and persists with
such tactics, the referee must take points away
from, or disqualify, the offender.
(2) The referee may penalise any contestant who fouls
that contestant's opponent during a contest
whether the fouls are intentional or not.
(3) The referee must determine the number of points
to be deducted from the offending boxer and must
notify the judges immediately following the foul
or infringement.
99. Intentional foul
If in the opinion of the referee a boxer commits an
intentional foul during a contest and that boxer's
opponent is unfit to continue, the referee must
terminate the contest by disqualifying the
offending boxer and awarding the decision to the
incapacitated boxer.
100. Accidental foul
In the event of an accidental foul (except a low-
blow foul under regulation 101) causing a contest
to be stopped, the referee must determine whether
the boxer who has been fouled can continue or
not, and if that boxer's chances have not been
seriously jeopardised the referee may order the
contest to be continued after a reasonable interval,
and must notify the timekeeper of his action, but if
the boxer who has been fouled is unfit to continue

the referee must terminate the contest by
disqualifying the offending boxer and awarding
the decision to the incapacitated boxer.
101. Accidental low blow
(1) If a boxer receives an accidental blow below the
belt the referee may terminate the round
immediately.
(2) The recipient of the low blow must be returned to
that person's corner, be allowed to sit out the
remainder of the round and be given the normal 1
minute rest before the start of the next round.
(3) If at the start of the next round the stricken boxer
states that he or she cannot continue because that
boxer has not recovered from the low blow the
referee may give a further period of rest. If the
boxer continues to assert that he or she cannot
continue the referee must ask the medical officer
to examine the boxer.
(4) If the medical officer pronounces the stricken
boxer fit to continue the boxer must continue. If
the boxer refuses to continue the referee will
count to 10 over the boxer in the corner. If the
boxer rises before 10 is reached, the bout must
continue and if the boxer does not rise that boxer
is deemed to have lost the fight by knockout.
102. Boxer to remain in neutral corner
If the no-foul rule under regulation 101 is
invoked, the offending boxer must remain in the
neutral corner during the period of the round and
may only return to that boxer's own corner during
the interval between rounds.

103. Boxer not to leave ring
No contestant may leave the ring during the rest
period between rounds. If a contestant fails or
refuses to resume boxing when the bell sounds the
commencement of the next round, the referee
must count out the boxer.
104. End of contest
If a contestant is incapacitated or unable to
continue at the end of any round, that person's
failure to resume boxing when the bell sounds the
commencement of the next round will be taken as
a token of defeat and the referee must award the
decision to that person's opponent unless the
circumstances indicate to the referee the need for
some other action.
105. Boxers not competing honestly
The referee must stop a contest before the end of
the last round if of the opinion that 1 of or both of
the contestants are not honestly competing
through collusion, stalling or faking, and the
referee must render no decision.
106. Knockdown not legitimate
If the referee is of the opinion that a knockdown is
not legitimate, or a foul is a prearranged
termination of a contest, the referee must not
finish the knockdown count or disqualify for
fouling or award the decision to the opponent, but
must stop the bout and give no decision.
107. Referee to report on issues
(1) A referee must submit a report on any contest that
he or she referees if—
(a) there is any matter involving a disregard of
the rules; or

(b) a contestant has been disqualified; or
(c) a contest has been stopped and no decision
rendered; or
(d) a contest has been stopped on the basis of a
technical knockout.
(2) The referee's report must fully describe the
circumstances of the occurrence and must contain
the reasons for the referee's actions in stopping the
contest.
108. Board to hold purse if boxer disqualified or contest is
no decision
If a contestant has been disqualified for any
reason or is involved in a no-decision contest the
promoter must withhold payment of the boxer's
purse and must forward the purse to the Board
pending investigation and a decision on the
disbursement of the purse money.
109. Boxer to pay forfeit
If a boxer is required to pay a weight or non-
appearance forfeit or that boxer's purse is withheld
the following applies—
(a) if the boxer fails to make the contracted
weight he or she must pay the forfeit amount
stipulated in his or her contract to the Board,
which in turn must pay the forfeited amount
to the opponent;
(b) if the boxer is contracted to fight in a contest
and fails to appear for that contest without
being released by the promoter or excused
by the Board from that contract, he or she
must pay to the Board the amount stipulated
in the contract for non-appearance and the
Board must then pay the forfeit amount to
the promoter;

(c) if the Board receives a boxer's purse from a
promoter in accordance with regulation 108
(1) the Board—
(i) must investigate the reasons for the
withholding of the purse; and
(ii) following the investigation, may at its
discretion reimburse the purse money
or part of the purse money to any
legitimate claimant.
110. Scoring of fights
(1) There must be 2 judges at every boxing contest if
the referee is scoring the fight, otherwise 3 judges
must be used with a non-scoring referee.
(2) A referee who is scoring a contest must score in
the same manner as the judges and that score will
be included with the scores of the judges in
determining the winner. The majority opinion
must determine the winner and if there is no
majority then the decision must be a draw.
(3) Judges must sit at opposite sides of the ring in the
centre of the ringside seating and must reach their
decision without conferring in any manner with
any other official or person.
(4) The judges and referee must use the "10 point
must" system for scoring a boxing contest. Points
for each round must be awarded immediately after
the termination of the round.
(5) Under the "10 point must" system, the winner of
the round must be awarded 10 points and the
loser of the round must be awarded between 1 and
9 points, however if the round is considered to be
even, then both contestants may be awarded 10
points.
(6) In the case of fouls or infringements, the referee is
the sole judge of the number of points to be

deducted in any particular round. The referee may
deduct 1 or more points for fouls or infringements
and will notify the judges immediately following
the foul or infringement. A boxer can not be
penalised in a later round for a previous foul or
infringement of the rules.
(7) In order to arrive at a true conclusion every point
must be observed and noticed as the rounds
progress. Judges must base their scoring on—
(a) clean hits with the knuckle part of the glove
to the scoring part of the body; and
(b) effective aggression; and
(c) defence; and
(d) ring generalship.
(8) The scoring part of the body is the front and side
parts of the body formed by an imaginary line
starting from the top of the head splitting the ears
and running down the shoulders and sides and
across the front of the body from the top of the hip
bones.
(9) Each judge must determine the value to be placed
on a knockdown but it may count for 1 or more
points depending on the judgment of each official.
If a boxer has clearly won a one-sided round, but
happens to get knocked down during the round,
that boxer may still win the round or tie it.
111. Marking of cards at end of fight
When marking their cards, judges must, in the
case of a draw, write the word "draw" across the
score card. In the case of a knockout or if a
contest has been stopped for a particular reason,
the score card must be marked accordingly (ie.
K.O., T.K.O.C., T.K.O., R.S.C., or
Disqualification) on the side of the winner in the

space reserved for the round in which the contest
was terminated.
112. Replacement of ill referee or judge
If a referee or judge is injured or becomes so ill
during a contest as to be unable to continue, the
following applies—
(a) if a round is in progress the timekeeper must
ring the bell and so terminate the round; and
(b) the Board representative in charge must then
take the score card and appoint another
referee or judge to officiate in the contest.
The new referee or judge must then use that
score card for the remainder of the contest
and any interrupted round must be started
again. If no referee or judge is available the
Board member may act in that role, or may
appoint another licensed person to act in that
role.

114. Championships bouts
Victorian State championship contests can only be
fought in Victoria and must be fought over 10 3
minute rounds, but if both contestants agree the
contest may be fought over 12 3 minute rounds.
115. Title defence
All State champions must defend their titles at
least every 6 months, providing a suitable
opponent is available.
116. Champion unable to make weight
If a reigning champion cannot make the weight
for a title fight that person will be stripped of that
person's title and if the contest is subsequently
held and the challenger having made the weight

PART 4—GENERAL
117. Abuse of officials
A person who is licensed or registered under these
Regulations must not verbally or physically abuse
any official involved in a boxing contest.
118. Applicant must appear before Board or Minister
Any licensed or registered person or any applicant
for a licence or registration must appear before the
Board or the Minister when directed to do so in
relation to the granting or renewal of that licence
or registration and in any matter which the Board
or Minister may be investigating under the Act or
these Regulations.
119. Reporting before promotion
A licensed or registered person who is
participating in a promotion must report to the
promoter at least 60 minutes before the scheduled
starting time of the promotion, except the main-
event boxers who must report to the promoter at
least 1 hour before the scheduled start of the main
event.
120. Rules for international contests
A promoter may apply to the Minister to have an
International title contest fought under the rules of
the organisation to whom the title belongs or is
associated with. If the Minister approves such an
application then that organisation’s rules will
apply to that contest.
121. Presence in dressing room or ring
A person must not enter a dressing room or
boxing ring during a promotion unless he or she is
a licensed or registered person or a person
authorised by the Minister.

122. Seating at ring apron
A promoter must ensure that only a person
authorised by the Minister sits in any seat around
the ring apron.
123. Canvassing by officials
A referee or judge must not canvass any person to
obtain employment at a boxing contest either
orally or by correspondence.
124. Free admission for authorised persons
Any person authorised in writing by the Minister
must be admitted to any gymnasium, boxing
contest or exhibition free of charge.
125. Breach of regulations is an offence
Any person who breaches any of these provisions
is guilty of an offence.
Penalty: 20 penalty units.
126. Appeals
Any person wishing to lodge an appeal under
section 15(8) of the Act to the Minister against a
decision of the Board must—
(a) advise the Minister in writing that that
person intends to lodge an appeal; and
(b) forward to the Minister in writing full details
of that person's grounds for such appeal
within 30 days after giving the Minister that
advice.

BOXING CONTRACT
This Agreement is made the day of 19 between

1. The boxer agrees to box on (date) in a contest of

BOXER AND MANAGER CONTRACT
An agreement made and entered into this day of 19
between of "the Manager" and
"the Boxer" who agree as follows:
1. The Manager and the Boxer agree to enter into a relationship of
Manager and Boxer for a period of * years from the date of this
contract.
2. Both parties further agree that at any stage within 6 months of the
date of this contract either or both of the parties may terminate this
contract under regulation 16 of the Professional Boxing Control
Regulations 1996 and must advise the Minister for Sport
accordingly.
3. The Manager agrees to act as manager for the Boxer and to exercise
every possible effort to secure remunerative boxing contests and/or
other commercial avenues whereby the Boxer may profit.
4. The Boxer agrees to be managed and directed during the term of this
contract by the Manager and to accept and fulfil any contract
entered into on his behalf by the Manager.
5. The Boxer agrees to pay the Manager + per cent of all
earnings secured for him by the Manager. The Manager will meet all
reasonable training, travelling and other necessary expenses.
6. The Boxer agrees that, during the term of this contract, he or she
will not take part in any boxing contest, exhibition or sparring and
will not allow his or her name to be used for any commercial
enterprise without first obtaining the approval of the Manager to do
so.
7. The Boxer agrees to attend all training sessions and any other
promotional obligations arranged on his or her behalf by the
Manager.
8. It is further agreed that should the Manager have his or her licence
cancelled or suspended the Boxer may contract with a new Manager
during the period of suspension or cancellation or become a free
agent and is not required to pay the manager's share of his or her
earnings to the Manager.

9. In case any dispute should arise between the parties concerning any
matter covered by this contract either or both of the parties may
notify the Minister for Sport of the existence of the dispute and of
his or her or their desire to refer such dispute to arbitration by the
Professional Boxing Control Board or some other person nominated
by the Board. The parties further agree that any decision of such
arbitrator is to be final and binding upon the parties.
However nothing in this clause prevents either or both of the parties
referring the dispute to any Court of Law instead of referring the
matter to arbitration as outlined.
10. This contract is void if the Manager is not licensed under the
provisions of the Professional Boxing Control Act 1985 or if the
Manager fails to renew his or her licence within 14 days of the date
of its expiry.

INSTRUCTIONS:
1. This registration must be produced to the Medical Officer at the time
of the pre-contest medical examination, for inspection and
endorsement.
2. The holder of this registration must ensure that the results of each
contest he or she engages in is entered on the following pages by the
controlling authority for that contest.
3. The medical officer must examine the boxer after the contest
regardless of the result and enter his or her comment in the
appropriate space.
4. A boxer wishing to fight overseas must undertake a medical
examination by an accredited medical officer and obtain the
Professional Boxing Control Board’s authorisation in the
corresponding pages before leaving Victoria.
5. A boxer who is to fight outside Victoria must obtain the
authorisation of the Professional Boxing Control Board before
leaving.
6. A boxer who fights outside Victoria must advise the Board of the
result of that fight within 7 days of returning to Victoria.
